You can only make an offer if you see the Make Offer button below the Buy It Now price in the listing. It means the seller accepts best offers from you. However, I did not want to buy it anymore. I retracted my offer before the seller accepted it. If the seller accepts your offer, you cannot retract your offer anymore.

Instead of buying Diamond Microdermabrasion, I made another offer to buy “Hot and Cool Facial Steamer” at US $62, which originally costs US $65.99. The seller accepted it. I am so happy.
